Unique among goblinoid tribes, the Legion is a voluntary "meta-tribe" made up of hobgoblins and bugbears only (although they hire goblins from other tribes to act as support personnel). As part of the deals that allow free access and trade throughout the [[Windwalker Confederacy]], each tribe sends one or more of its hobgoblins to [[Fort Hope]] to join the Legion.
