All adult dragons are expected to attend and publicly affirm their obedience to this law once during their lifetime. Ancient dragons are expected to attend at each Congress.

Events

Congresses last for months. The first few weeks are given to debate about the Law of the Flight, although modifications are extremely rare. At the end of this period, the ancients give unified voice to the Law. Notice of this is published in advance, so all the lesser mortals can stop up their ears or find other places to be--the noise of hundreds of ancient dragons giving voice in unison at full volume is deafening. Then the first-time adults pledge their allegiance one by one. The remainder of the time is given to regional discussions of events affecting more than one flight, renegotiation of territory, decisions about mating, and other business. As well as relaxation--the Congress is neutral ground and many dragons do enjoy the company of their own kind.
