The Plane of Wind is the portion of the elemental planes that represents the "plane of Air" at its most pure, at least out near the orbit of Quartus. The influences of the other elemental planes are at their minimum.
Its nature is that of ever-changing, ever-shifting patterns, making wayfinding very difficult here. Unlike the Plane of Lightning, the storms are less frequent and mostly confined to the region near that border, while the border with the Plane of Cloud tends toward the misty.
The people here tend to be the most elemental of the Air planes, with the fewest plane-touched mortals. However, the denizens are mostly hospitable toward visiting mortals...as long as they have a means of flight.
Terrain
The plane of wind has no fixed landmasses. There are floating islands here and there, but they are generally quite small. There are also many large flying creatures, such as flying whales and turtles, many of which are large enough to support a small town.
