Merchant city state under council of burghers.

As of late autumn 253, it has descended into a military-backed oligarchy under three members of the Cheesemonger's Society, backed by most of Golden Banner's forces.

As of the Time of Troubles, it has reformed into a mixed monarchy:

  • A king (currently Reginald Basset)
  • An Executive Council composed of the heads of the 8 most powerful families.
  • A 40-member People's Parliament chosen by the people at large.

Officially, the King is in charge of the military. Actually, he's just the head of state and first among equals on the council; Eli Jones of Golden Banner is the real head of the military (mostly composed of GB veterans) while officially only being Head of State Security. The Council holds executive, legislative, and judicial power, but the Parliament holds the power of the purse and sets tax rates (and hires/controls the tax collectors). It works, but can be shaky. Very very corrupt.
