| The Ship People are a maritime nation that controls many of the islands in the [[Primal Sea]] between [[Noefra]] and [[Soefra]]. They have small footholds on each continent, but most of their strength is on the islands or at sea. As a culture, they glorify the ship-bound life, along with piracy. Strength is prized and rewarded, as is clever backstabbing and rationality. True loyalty is rare, but the culture sticks together out of rational need for survival. Betrayal only occurs when it's almost certain to succeed, and successful betrayal is accepted even without murder (so transfer of power is relatively peaceful).

| The highest status Ship People are all [[sena'ka]], including the Admiralty Board and the Land Council. They are few in number but individually powerful--they maintain their power over their subordinates of other races by sheer terror and force.

| Their main sources of sustenance are fishing and raiding for slaves along the northern shore of the [[Great Rift]], although trade through Black Market has started to become a significant source of income.

| ; Grand Admiral Ath'l'Poar'la : The Grand Admiral mediates disputes and decides inter-fleet transfers.

| ; The Admiralty Board : Three Fleet Admirals, who oversee fleet operations, designate hunting and fishing grounds, and set/collect taxes on captures, raids, and sales of slaves.

| ; The Advance Fleets : These two fleets are the vanguard and have the highest status.

| ; The Home Guard : These fleets guard the home islands. They are more numerous, but of much lower status than the Advance Fleets.

| ; The Land Council : This group of land-bound [[sena'ka]] set policy for landborne operations, handles slave auctions and registry, handles new births of [[sena'ka]], and fleet assignments and food allocations.

| ; The Reserve Fleet : This large group of broken-down ships has the lowest status of any of the free-men. They act as transports and fishing ships, as well as construction and penal battalions.

| ; The Creche Guardians : This tiny, elite force of priests and guards handle the birth of new [[sena'ka]] have the highest (almost religious) status among the [[sena'ka]]. They are sworn for life and chosen in young adulthood.

| ==Slavery==

| A majority of the population are slaves of many races and peoples. Generally, they are treated well, as they're a valuable resource. Slaves fall into two categories--trusted and bound. Trusted slaves can carry weapons, and are treated nearly as free people. Those on board ship have almost equal status to landsmen. Bound slaves are untrustworthy (from the leaders' perspective), either because they're new or because they're troublesome. They have virtually no status, and cannot advance unless they become trusted.
