The kalasaa half of the dual capital of Ikela. Located in relatively shallow waters, the main part of the city is located only 150 ft below the surface and there is a port area on a neighboring island with an elevator system (involving weights and flotation bubbles) for moving cargo up and down.

Notable Things

The city is protected by a dome-like barrier, which is permeable from the outside to those wearing identification tags registered with the city and to water and animals without hostile intent, but (almost) impermeable to hostile-minded animals or unregistered individuals. This is generated by an artifact known as the Kaigara, tended by the Sea-Priests. Outsiders must register at the port and receive visitor tags before entry is possible.

13,500 individuals are registered residents. This includes 8,650 kalasaa, 4,350 ika-ika, and the remainder of various races (mainly humans).
