Catocracy

Ever wonder why cats stare at things you can't see? Cats have the ability to see Beyond, into the space between this world and Shadow. They can see the spirits that need assistance passing through the veil, and assist gleaners in encouraging those who refuse to pass beyond to do so. Those cats that coordinate the efforts of the gleaners and maintain the feline information network are the Catocracy, a shadowy cabal of talking felines. Where their headquarters are is unknown, whether in the Mortal or in Shadow. It's said that they commune directly with the Watcher, but that too is rumor. What is known is that is that they communicate via eek-mail, which involves a cat killing a mouse and attaching a message to its soul, which it delivers before passing onward. The reaction of unsuspecting mortals gives it its name--they wake up to find a dead mouse lying around and go "eek!".
