A tribal confederation of Dusters. Once one of the more prosperous (for Dusters) tribes, they controlled a large portion of the east-west trade route through the Great Eastern Dustlands. When trade between Quan Pei and the west became moribund, they started on a decline. By 200 AC, they had suffered under weak leadership for several generations. The Bashkai split off in 210, taking most of the more forward-looking members. Tribes under Peharzh started raiding them, and with the resurgence in the Dead Walkers over the last 30 years, things have become quite dire for the Dugai. Only two of the tribes remain, and they only retain two strongholds. The first is the Dugai Oasis in the northern regions and the second is a hidden oasis in the center of their territory.

The northern tribal group is led by Azhtar Cai'valur, who had married Naomi of the Dugai, the daughter of a Dugai chieftain. After she was slain by Dead Walkers, he left to take his son, Ahzekiel Cai'Valur to safety. He later returned seeking vengeance against the one who commanded the assault.
