The name given to the coordinating/ruling group of the Titan empire in the First Age. Formed by the 16 most powerful titans (4 representing each element), the Conclave first met in the aftermath of the First Titan-Wyrm War (which the Titans lost, badly). They orchestrated the Second Titan-Wyrm War, which ended in a stalemate. Finally, seduced by Broken Order and Isskap (who was serving as one of the Conclave members representing Water), the Conclave constructed and empowered the Orb of All Might, with which to fight the Last Titan-Wyrm War. After being warned of the hubris of this action by Perkunos and Tatsuryuu, they used the orb to curse them into indefinite imprisonment.
On use, the Orb shattered (after diminishing both the Wyrm and the Titans alike). Hiding in their fortress under Skypiercer Peak, they refused to accept the reality. At this point, they were betrayed by Isskap, who in cahoots with Broken Order trapped their souls in crystal, draining their power to maintain her children (affected by the diminishment) in stasis until she could find a cure and lift them to godhood.
In 212 AC (tens of thousands of years later), the Wild Cards met their spirits in Kek, where the Conclave tested them and granted them blessings with the last of their power to destroy Isskap and Broken Order, thus setting them free.
