Unification Treaty

Only a few records remain, mostly in Godsfall and the Towers of Sun, Earth, Moon, and Stars of this event. What is known is that it brought an end to the Unification Wars that roiled Noefra after the end of the War of Blood. It divided the continent at the Giant Spine Mountains into two territories, each of which then were claimed (in principle, if not in practice) by the two great empires, Tibor Imperia to the west and Quan Pei to the east.

It established borders that wouldn't significantly change until the War of Souls destroyed Tibor Imperia and put an end to wars between the two great powers, although raiding still occurred, as did piracy.

Signatories

• Signing for the west was the Rai Gaena, later called "the Uniter" and the first true emperor of Tibor Imperia. She had unified most of the west either through conquest or through alliances.
• Signing for the east was the first God Emperor of Quan Pei, Yao Shun. Already revered as a deific figure, his empire was more secure.
• Present, but not signing was a representative of the dragons of the Dragonreach--they quickly reached an agreement with Quan Pei to stay out of anyone's control, in exchange for not meddling in the affairs of the empires.

Notably not involved were the "beast" races--the orcs, goblins, and giant-kin.
