From Dreams of Hope
A small, mixed-race nation on the south-eastern coast of Soefra. Until the events of Tempus Machina's stay in the Kel'tan Empire, it was formally a satrapy of that empire, controlled by ambitious descendants of the major houses. Since the start of the slow-motion civil war there following the Phoenix Emperor's final death, Dawn has declared its independence.
