Rol'tor Free State

Founded by escaped slaves of the dragon-kings that rule the Cerulean Desert, the Free State is the south-eastern-most nation of Noefra. Notable for the Wardline, a chain of enormous ancient statues of unknown make that dragons attempting to enter the territory of the state extremely uncomfortable and "itchy". It is this Wardline that keeps the nation free. It maintains good relationships with the Jinse Empire and Bel's Kush via trade facilitated by the Kor Abantu, although the Roltori have become traders in their own right recently.
