Scalefoot

The Scalefoot are a mixed-race nation of jazuu and goblins (although some sigani dwarves and orcs have joined them) located in the central-western portion of the Nocthian Caldera. Led by an ancient white dragon named Sargoranyx, mother of the ill-fated Xol'cerd. Originally laired on the western side of the caldera wall, she moved east after the Black Tree took root. Since 252 AC she has taken a more direct role in the government, when her chosen leaders were revealed to be venal and corrupt.

She values order under rule, but still allows freedom as long as the people don't use it to cause problems.
