Jinse Empire

The successor to Quan Pei. Centered around Jinse City on the eastern edge of the Noefran continent. Ancient, enormous, corrupt, and degenerate. The empire is mostly notional at this point (250 AC), with the outer provinces using the name but only paying token tribute and attention to the center. Worship of and pacts with devils are very common; the empire is ruled by half-devils and fiend-born humans.
