Until the Cataclysm, the Great Mechanism had no voice, no will. It executed its directives, but exerted no influence on proceedings otherwise. With the near-disaster of the planar realignment and the demise/depowering of the Old Gods that flowed from that event, the Mechanism recognized that its current state was unsustainable. It needed an interface to make critical decisions and allow information about its internal state to flow outward to those that would be called to replace the past deities. It needed a Voice. It chose the Golden Aspects, as the most neutral and least personal of the Old Gods, to be absorbed into itself. They became the Voice. How much will they retain is unclear. The Voice does not speak to mortals directly--it only manifests within the center chamber of the Core at the heart of the Celestial City, which is only accessible to the Congregation itself. Generally, its will is transmitted by the Voice to Ytra, who acts as its arm in disciplining the other Astral beings. It is unclear even how much it speaks. The only known command was the institution of the Laws of Divinity.
