Dusk

The counterpart to Dawn, except on the south-western coast of Soefra. More militant and expansionist than Dawn, it has one of the few Sena'ka creches outside the Ship Folk or Kel'tan. The sena'ka who live there are considered free, if second-class, citizens. Its ruler, the dictatorial Khaavr'en, still officially claims allegiance to the "true" rulers of the Phoenix Empire, but operates almost entirely independently, as he has for decades.
