Balaam of Oula

The oldest living Cysgor, Balaam is Septarch of the Oula (Owl) sept. An arch traditionalist and foe of Jael of Myji and Zadok of Bran Vras, he supported Arnyek's experiments until the depth of his insanity was revealed and the mad abbot was exiled.

Politics

Balaam believes that the only way to prevent the Great Decline is to hold to the traditions even more firmly and reforge the Pact with Death. It must be noted, however, that his idea of the pact is not exactly the same as the Watcher's idea. He believes that the Pact was that the Cysgor would be masters of Shadow, taking the burden from the Watcher entirely (although not supplanting that being's role as Guardian of the Gates, however). He also firmly rejects the portion of the pact where the Owls would report to Leviathan...or at least would if he knew about it. He is intensely nationalistic and fairly xenophobic, believing that the Cysgor should have as little to do with other peoples as possible. Those of other races are tools to be used and discarded, although he doesn't believe in the cysgor dominating other races or mistreating them. Just wants them to separate out and have no contact (contamination, as he says).

Appearance

Old, wizened, but still in good health. His notable feature is his nose, which appears much too large for his face. He is good-natured about it, however. Despite his reputation, he is fairly jovial and pleasant to be around.
