Nara Kara

Overview

The city of Nara Kara is the only substantial settlement in the hostile Plane of Lava. At about 600k inhabitants, it is a large city by Mortal standards but small compared to many of the other planar cities. About 2/3 of those are Plane-bound or Named elementals; the remainder are Plane-touched. It is the center of the Cult of Burning Law as well as the seat of power of Alastor, World Judge. It also contains the Grand Court, where anyone can challenge any judgement...with their lives at stake.

Sectors

Sectors are numbered seemingly haphazardly, but some patterns apply.

Core Sectors

Sectors 0, 6, and 7 (those inside the inner wall) are the Core. Here dwell the powerful, as well as the Cog Priests of the Cult. Here is the Grand Court, the Cogwheel Palace, and the Central Administrative offices. Non-citizens must register here if they plan to spend more than 4 days in a lifetime inside the city walls.

Trade Sectors

Sectors 1, 3, and 4 are trade sectors. Here dwell and work the merchants, artisans, and other low-ranking citizens. Sector 4 is the only one where non-citizens are allowed to reside, and only temporarily.

Sectors 2 and 5

Of all the out-wall sectors, sectors 2 and 5 are the least-bad. Built around one of the few nearly-potable natural water sources in the plane, sector 2 is devoted to agriculture and the farmers here have significant autonomy as long as they produce food. Sector 5 is the "resort" sector where the powerful have their estates. Some of these estates are nightmares for the slaves, however.

Slum Sectors

Sectors 8-11, south of the city and mostly buried in lava tubes and caves, are the slums. Growing progressively worse from the run-down but safe Sector 8 through the thug-ruled, remote hellhole of sector 11, this is where those who flee from the light of the Law or who have fallen so far as to be below nothing live. Scratching out a precarious existence as servants and slaves, many here wish they were dead...but still struggle for survival.
